Client Challenge | Nashua’s zoning code hadn’t seen a comprehensive update in decades, leaving the city constrained by conventional, use-based regulations that no longer supported its evolving needs. Outdated rules were hampering housing affordability, walkability, and economic growth—and standing in the way of mixed-use development and more vibrant public spaces. The City of Nashua needed a clear, modern framework that would reflect local character, streamline approvals, and remove barriers to the kind of sustainable, equitable development envisioned in its upcoming Comprehensive Plan.
Team Approach | Principle Group led a multidisciplinary effort, bringing RKG on board for technical analysis, Ivy Vann for deep New Hampshire planning expertise, and Dan Edwards to craft clear, persuasive communications. Working side by side with Nashua’s planning department, community leaders, and residents, the team kicked off with an intensive week-long “Code Week” charrette—hosting workshops, drop-in studios, and open-studio sessions to gather real-time feedback on draft regulations. Simultaneously, the team conducted a thorough review of existing conditions and stress-tested form-based code provisions against hypothetical development scenarios. Draft standards were illustrated with building-type diagrams and character-district maps to simplify implementation, while legal and fiscal reviews ensured every provision was defensible and aligned with the city’s goals. Consistent stakeholder engagement and targeted messaging helped build broad understanding of the trade-offs and benefits behind each coding decision.
Project Impact | When adopted, Nashua’s new form-based zoning will provide a forward-thinking regulatory foundation that fosters sustainable growth, expands housing options—including missing-middle and mixed-use development—and enhances walkability through clear building-form controls. By streamlining the approval process and removing outdated use-based barriers, the new code will catalyze reinvestment, support equitable development, and enable faster delivery of projects that reflect community aspirations. Ultimately, this modernized framework will help Nashua realize its vision for a vibrant, resilient, and inclusive city—ready to thrive for decades to come.
